Definition of a Council Meeting

The Municipal Advisor weighs in on council meetings and transparency - it all boils down to what is a "council meeting"

On August 25, 2025, I spoke with Andrea Hyslop, the Municipal Advisor, to clarify transparency at the municipal level. She explained that a council meeting is defined as two or more councillors convening with anyone to "move business forward," and such meetings must be public. If held in camera, they must be documented under the Municipal Government Act. This supports that council activities should be publicly accessible except for certain MGA Section 22 exceptions.

Based on the past year's council activities, it appears that staff and council may not be following this requirement. Residents have the right to understand how their local government operates, and transparency is an important aspect of effective governance.
